Description

The procedure follows the principles of:

• transparency,

• equal treatment,

• confidentiality,

• absence of conflict of interest.

Admissibility and eligibility checks precede scoring; only eligible applications will be scored.

Eligible proposals are ranked by total score within the available budget.

The final award decision is endorsed by POLI.design. All applicants will receive a written justification for the decision, with terms to appeal.

Selected beneficiaries will be requested to sign a Financial Support Agreement specifying the supported activity, eligible costs, maximum amount, payment schedule and reporting obligations.

Failure to sign within the indicated timeframe may lead to loss of the grant by the autonomous decision of POLI.design.

Payments will be made by POLI.design, normally after participation in the activity and approval of the beneficiary report and cost statement. Details are provided in the individual Financial Support Agreement (including e.g. the possibility of small prefinancing in justified cases).

Eligible applicants for both priorities/objectives 1 and 2 must hold the nationality of:

- an EU country;

- the following non-EU countries being eligible to the provisions of the Digital Europe Programme: Albania, Iceland, Kosovo*, Liechtenstein, Montenegro, Norway, North Macedonia, Serbia, Turkey, and Ukraine;

The above list is subject to change in the future without prior advice.

Eligible host organisations for priority/objective 2 must reside in either of the above countries.

Disclaimer. This Call (as well as the financial support provided through it) is NOT an EU action. This Call is launched solely by POLI.design on behalf of the AI4Gov-X consortium. The financial support to the selected successful applicants will be provided directly by POLI.design in its own name and under its own responsibility. POLI.design's responsibility includes the preparation and drafting of this Call as well as the selection of successful applicants who will receive the said financial support. The publication of this Call in the EU Funding & Tenders Portal is made solely for information purposes with the aim of increasing the visibility of this call to the general public, including to potential applicants (i.e. students). The said publication shall not be construed as direct or indirect approval of the content and conditions of this Call by the relevant EU authorities or as any form of waiver from the above-described responsibility of POLI.design.

Conditions20

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant restriction
Each applicant’s submission includes a self-declaration that the applicant is not subject to restrictive measures or other disqualifying conditions under EU or national legislation in the applicant’s country. This records the application declaration required by the sample form; it is not an independent determination that a particular applicant is eligible or free of such restrictions.
Applicant restriction
Applicants must be natural persons, not companies, holding nationality of an EU country or Albania, Iceland, Kosovo, Liechtenstein, Montenegro, Norway, North Macedonia, Serbia, Turkey or Ukraine. The September 2026 update repeats the eligible nationality list; no applicant-specific country decision is made.
Applicant restriction
The detailed call page and Objective 1 sample form describe eligibility through enrolment/acceptance in an official AI4Gov-X extracurricular activity. A 1 September 2026 official operator notice subsequently extends Objective 1 to accepted/enrolled MagiX Specialising Master participants and says the grant covers up to 50% of participation fee; the current detailed call page and sample form do not reflect that update. Preserve the amendment conflict; for MagiX only, the specific September notice is the direct evidence and exact amended call text is unavailable.
Applicant restriction
Objective 2 requires a MagiX Master’s student with a signed internship contract with a public or private host, unemployment when the internship started, and a host in an eligible country. Required proof includes MagiX acceptance/enrolment and an internship contract dated after 1 May 2026 that shows host-paid amount; the objective-specific form says the contract must cover at least part of AI4Gov-X programme-activity duration.
Application restriction
Under FSA Article 6, POLI.design reserves the right not to consider documentation received 12 months after the signature date of the agreement or closure of the underlying extracurricular activity, whichever is latest; the text expressly includes resubmissions. Article 7 permits documents in multiple batches, including when requested after incomplete, unclear or unreadable documentation, within that Article 6 term; partial payment may be made at POLI.design’s discretion. Article 8 says the timestamp in the shared third-party repository is proof of delivery for both parties. The clock is a documentary-submission window under this template, not a grant/project duration.
Application restriction
A person may receive support under each objective only once and may apply for one or both. The May 2026 announcement says Objective 1 applicants may group several activities in one application and says only one application per candidate will be approved; current main page/FAQ allow support under both objectives and prohibit double EU funding for the same activity. Preserve these application-scoping distinctions; no double payment for the same activity.
Application restriction
The operator call page gives five cut-offs at 23:59 Brussels time: 30 June, 31 August, 31 October, 31 December 2026 and 28 February 2027. Applications are evaluated together per cut-off and later submission is conditional on funds lasting. The page labels 31 October as not yet open at capture, but the actual GoodGrants form and remaining funds were not tested.
Application restriction
The operator page lists the general filing package as the electronically generated signed form, Europass CV, motivation letter stating employment status, applicable disadvantaged-background/priority evidence and electronically generated signed conflict-of-interest/double-funding declarations. Objective 1 additionally requires activity acceptance/enrolment proof and indicative cost breakdown; Objective 2 requires MagiX acceptance/enrolment proof and an internship contract (or equivalent legally binding agreement) dated after 1 May 2026 showing host-paid amount. All application documents must be in English; a non-English original requires an unofficial English translation, and misunderstanding from translation remains the applicant’s responsibility. This supplements, but does not replace, any later objective-specific amendment.
Application restriction
The detailed operator page requires a complete application submitted electronically through GoodGrants; the signed application form and conflict-of-interest/double-funding declarations are generated electronically by that platform. Applicants register, choose the objective, complete the online form, upload mandatory material and submit by a cut-off; receipt is confirmed. Objective 1 extracurricular activity proof must show enrolment/acceptance dated after 1 May 2026 and that the activity is not finished by the selected cut-off. Applications are checked for admissibility and eligibility and then scored after each cut-off. Incomplete or non-electronic submissions are rejected and invited to resubmit at the next deadline. The reasoned email decision is expected “reasonably within one month” after the process completes; this is indicative, not a guaranteed decision SLA. The public call page says courtesy forms are not usable for filing; filing must be finalized through GoodGrants.
Application restriction
Only expenses incurred after application qualify. The call requires Objective 1 activity/cost documents and Objective 2 contract/payments dated after 1 May 2026 and payment evidence after application; costs incurred before submitting are excluded.
Other condition
FSA Articles 9–12 treat exchanged information as business-confidential and require GDPR privacy-notice acknowledgement, while Article 10 expressly allows EU transparency publication of the beneficiary’s name, country and grant amount. The beneficiary may withdraw after signature by written communication. The beneficiary warrants accuracy of submitted information under their own responsibility. The beneficiary guarantees correctness of the provided IBAN, and party communications are to the addresses stated on the agreement’s first page. POLI.design may withdraw in writing without appeal if no documentation is received for 12 months under Article 6. Separately, false statements cause termination by default, with written notice and 30 days for the beneficiary to oppose that decision. These are distinct contract branches; the false-statement opposition period is not a general selection appeal. Article11 expressly has the beneficiary acknowledge awareness of penalties established by Article496 of the Italian Criminal Code for false statements, and declare under their own responsibility, pursuant to Presidential Decree445/2000, that information and documentation supplied to POLI.design are true and accurate. This records the template representation only, with no penalty amount or independent interpretation of criminal liability. Article9 says POLI.design must secure confidentiality compliance by its employees/collaborators and is directly liable for resulting beneficiary damage within Article1225 of the Italian Civil Code’s stated limits. The final signature block separately confirms reading and expressly accepting Articles6–14 pursuant to Italian Civil Code Articles1341 and1342. The beneficiary application and call text are the agreement’s two annexes; these are blank-template execution terms, not evidence of an executed award.
Other condition
The retained Financial Support Agreement (FSA) template makes payment conditional on a signed agreement; evidence of successful completion of the extracurricular activity (for example, diploma, attendance certificate or sworn declaration from an activity organiser); Objective 1 copies of all payment proofs for registration, travel and accommodation; or Objective 2 payslips/other supporting evidence of stipend, raw-cost reimbursement and related internship payments. FSA Article 3 states 50% of total payment proofs for Objective 1 and an amount identical to received payments/reimbursements for Objective 2, in each case up to the awarded grant maximum; this agreement wording is recorded as template text, with the later MagiX Objective 1 source-specific amendment kept distinct. Relevant activity documents cannot predate 1 May 2026 and payment proofs cannot predate the application. Non-EUR documentation is converted at the exchange rate on the date documentation is presented. POLI.design may grant a whole or partial advance only under special conditions assessed case by case; documentary duties and rejection consequences remain. Missing agreement/completion proof, unclear attribution to beneficiary/activity, and pre-date documents may be rejected wholly or partly; a partial rejection causes recalculation of the transfer. The general call page says payment is normally after completion and submission of a short report and cost statement; that normal path coexists with the contract’s discretionary advance clause.
Other condition
FSA Article 13 requires default interest when a beneficiary must reimburse undue partial or full payments, using the rate set under the applicable legislation on late commercial payments by reference to Article 1284(4) of the Italian Civil Code; the template states no numeric rate, so none is inferred. Article 14 selects Italian law and exclusive Milan court jurisdiction. Article 16 makes amendments/additions binding only when written and signed by both parties, and says the agreement supersedes prior written or verbal agreements on covered matters.
Other condition
The two retained sample forms are expressly “not for offline completion”; online filing is through the platform. They state only requested formats are accepted, incomplete applications are rejected, unrequested material is not considered, and applicants are responsible for keeping externally hosted large attachments accessible during evaluation. The forms give an indicative next-cut-off/about-two-month hosting period, not a fixed eligibility duration, and require URLs/access instructions in an uploaded PDF when third-party hosting is used. They list Europass CV PDF up to 5 MB, motivation PDF up to 2 MB, applicable priority evidence PDF/ZIP up to 10 MB, Objective 1 cost breakdown PDF up to 2 MB and Objective 2 internship contract/equivalent PDF up to 5 MB. Both sample forms label a privacy checkbox optional but say an unchecked application will be discarded. Both also show an Objective 1 radio-button label even though one is titled Objective 2; treat the samples as illustrative, not operative UI, and preserve this inconsistency rather than infer the live form behavior. The samples permit automated translations or dubbing provided the English is clearly understandable, at the applicant’s responsibility, and say attachment templates do not exist unless specifically prescribed (such as Europass). Both samples also label the objective-specific cost breakdown and contract fields optional and repeat an extracurricular-enrolment declaration, despite the detailed call’s objective-specific mandatory package and the later MagiX amendment. These are retained template/call differences; the illustrative forms do not override the current objective-specific rules or establish live platform behavior.
Other condition
No published source in this review allocates the approximately EUR 980,000 pool between Objective 1 and Objective 2 or quantifies remaining funds. The per-person objective caps are documented separately and cannot be multiplied by target participant counts to infer the pool split.
Other condition
This exact AI4Gov-X-FSTP-CALL-01-2026 record funds individuals through two distinct objectives: Objective 1 activity/participation-cost support and Objective 2 internship stipend/salary top-up. Each objective can be funded once per person; both may be awarded if eligibility is met, but the same activity cannot receive double EU funding.
Other condition
Objective 1 aims to support at least 156 people across two call editions and Objective 2 at least 234 people. These are stated programme targets, not guaranteed award counts, available positions or hiring commitments.
Other condition
No double EU funding for the same activity; no conflict of interest with POLI.design or AI4Gov-X partners; application documents must be in English; all applicants submit Europass CV, motivation letter stating employment status and signed declarations. Payments are normally after activity completion with short report, cost statement and supporting evidence; the financial support agreement requires documentation and may reduce/reject unsupported payments.
Other condition
Objective 2 support equals the documented stipend/salary paid by the host, capped at €5,000; lower stipend amounts produce only that lower matching support. Costs/payments for the activity and evidence must postdate application, and the internship contract must be after 1 May 2026.
Other condition
Complete eligible applications are scored out of 100: academic/professional background and relevance 0–30, motivation/expected impact 0–25, financial need 0–25, European added value 0–20. Ties prioritize (1) combined MagiX and extracurricular enrolment for Objective 1, (2) countries outside full consortium membership, (3) regions below 75% EU-average income and (4) women.
Amounts and costs6
Indicative budget
€980,774

Topic budget as stated in the portal's budget table. Lump-sum and per-project limits are in the call conditions.

Call allocationTotal call budget as recorded in the exact assigned SEDIA record, separately from per-person/objective caps
€980,774

Inherited exact-row portal snapshot says EUR 980,774.09. Operator’s official 4 May 2026 announcement rounds the pool to around EUR 980,000; current remaining balance was not checked.

Eligible cost
For extracurricular activities, Objective 1 covers eligible travel, accommodation and registration costs at up to 50% of eligible/reported costs; costs incurred before application are excluded. The September MagiX update specifically identifies participation fee and says up to 50%; do not assume the detailed call page’s cost categories are identically amended for MagiX without the updated call text.
Funding intensity, maximumObjective 1 eligible extracurricular-activity costs; for the MagiX update, participation fee specifically
50

At most one Objective 1 award per person. Detailed page lists eligible travel, accommodation and registration costs for extracurricular activities; 1 Sep 2026 notice specifically extends MagiX support to participation fee. Only post-application costs eligible.

Project funding, maximumMaximum Objective 1 award per person, one application/award under this objective
€5,000

Maximum cap applies to Objective 1; current site says each objective can be funded only once. Eligible costs/participation fee reimbursed at up to 50%; this does not imply €5,000 is awarded to each successful applicant.

Project funding, maximumMaximum Objective 2 internship support per person
€5,000

Objective 2 amount matches paid internship stipend/salary evidenced, but cannot exceed this cap; each objective can be funded once. It is a beneficiary support amount, not a wage rate or employer hiring subsidy.

Rates and allowances

An allowance, cap or unit contribution is not a guaranteed salary.

  • Maximum · Stipend · person€5,000/ project

Maximum one-time Objective 2 support amount for a person. The actual award equals documented stipend/salary payments from the host; lower values receive only the matching amount. This is a grant support ceiling, not the internship wage, salary rate, employer cost, hiring commitment or minimum pay.

Personnel and services1
  • Individual beneficiary with a MagiX Master’s enrolment and qualifying internship contract; source describes a beneficiary-level stipend/salary top-up, not a funded job position, hiring entitlement, minimum wage or FTE requirement.

Student · Budget estimate rule only

Objective 2 only: must be unemployed when internship starts; internship contract with public/private host based in an eligible country; contract dated after 1 May 2026 and covers at least part of AI4Gov-X programme activities. This support payment is equal to documented stipend/salary paid by the host, up to €5,000 per person; evidence and post-application timing apply.
