Conditions44

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant restriction
Applicant/grantor personal or capital ties include civil/partnership ownership, at least10%shares unless law sets lower, supervisory/management/proxy/representation functions, marriage/direct-line or second-degree collateral kinship/affinity, adoption/guardianship and the specified12monthcollaborator/contractor relationships. Criterion1 says12months before application; the criterion4 bullet literally says12months from application, so this wording difference is retained. Applicant declarations and evaluator impartiality declarations verify these conditions. Experts do not assess applicants from the voivodeship where their operator acts, and conflicted strategic evaluators are excluded.
Applicant restriction
Both Leader and Partner must be Polish-registered and based nonprofit/non-state, impartial/peaceful CSOs acting in CERV scope and respecting EU rights/values, not related to the grantor or collaborators/contractors in the prior12months. Eligible legal forms include NGOs, legal-person branches/associations/unions/foundations, rural women associations, volunteer fire brigades, public-benefit religious legal entities (no worship activity), social cooperatives and specified nonprofit companies/sports companies reinvesting all income without distributing profits to shareholders or staff. Excluded are political/european parties and their foundations, unions/employers/professional self-government bodies, state/local-government companies, worship activities, individuals/informal groups, associations of local governments, entities dependent on public authorities/parties/commercial entities, related operators/associated partners/contractors/other CERV operators and prior SPLOT2.0grantees in calls1/GM/2025,2/GD/2025or3/GM/2026. Public-finance exclusion, including Article207(4), and EU-values declarations also apply.
Applicant restriction
The actual application declarations require only one application in THIS competition (separate from one implemented project across SPLOT2.0), eligible legal form, accurate/updating registry data, independence, no grantor ties, nonprofit/statutory-public-benefit purpose, no bankruptcy petition/liquidation/receivership/suspension, no tax-office/social-insurance arrears with certificates available, no intentional publicly prosecuted or tax-offence conviction of any management-body member, and no European-fund exclusion. Grantee declares no religious practices/worship, party/election campaign or business/paid activity funded by the grant and participation in grantor evaluation research. These are declarations to be satisfied, not verified applicant facts. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Applicant type
The own-call SEDIA record describes eligible applicants as civil society organizations registered and based in Poland, not excluded from funding, acting with respect for EU values, and not related to the operator.
Application restriction
Four percent of allocation is reserved for appeals. Negative applicants or those alleging procedural errors may appeal any assessment stage or procedure; budget insufficiency alone is not a sufficient ground. Send signed written appeal with institution, applicant, title, disputed criteria/reasons and procedural allegations to the designated helpdesk; it must arrive within seven calendar days from result delivery. Grantor considers it within14working days from receipt, only on identified criteria/allegations, and sends outcome to the originating email. Upholding leads to reassessment at the proper stage or ranking update; a grant still requires adequate score/rank and funds.
Application restrictionCall 4 applicant and (if applicable) partner application form.
Applications are submitted in a single stage through the operator’s generator during the call period. The form is in Polish except the project title and short description fields in English, and the budget is in EUR. It collects legal identity and representation, project rationale/objectives/target groups and recruitment, planned tasks, outputs/outcomes, CERV-level indicators, communication and visibility, accessibility/equality, staff/decision-making/evaluation, applicant experience/capacity and a detailed budget separating substantive, administrative and institutional-development costs. Partner budgets must identify whether each cost is for leader or partner.

This is a form checklist; it does not establish that an individual application portal is currently accepting submissions.

Application restriction
Formal checks cover eligibility of both parties, EU values, timely generator/form submission, Poland-only activity,6–12monthduration, authorised representatives and affirmative no-ties/no-exclusion declarations. Clarification/supplement may be requested within up to five working days where formal verification is uncertain; no response causes rejection. Only formally positive applications proceed.
Application restriction
The generic large-grant form guidance recommends project title≤10words; Polish/English summaries≤1000characters each; location≤1000; needs justification≤4000; objectives and target group≤3000each; each task description≤4000; promotion/accessibility and each of three organisation/capacity/prior-CERV descriptions≤3000each. These are source-labelled handbook form bounds subject to current call4 attachment/generator, not an automatic new project eligibility condition. None of the worked-example participant, meeting, training, salary or budget numbers is a required target.
Application restriction
Create/confirm an email account in the generator (previous-edition accounts may be reused), then prepare/save draft and submit; organisation/authorised-person registration is recommended. Once sent for evaluation, it cannot be edited/corrected. Saving every5–10minutes is practical advice, not an application deadline. Handbook contracting uses paper or qualified electronic signature and expressly excludes ePUAP; read actual call4 agreement before signature. Proper implementation includes prompt irregularity/cessation notification, conflicts avoidance, control during/after completion and participation in animation/educational/networking support under the agreement.
Application restrictionCurrent call4 Annex 1 application form, physical page 6, fields 19 and 20.
The current call4 Annex 1 application form sets field 19, “Opis planowanej promocji i działań informacyjno-komunikacyjnych” (planned promotion and information/communication activities), to a maximum of 4,000 characters. The immediately following field 20, accessibility and equality, has its own 3,000-character maximum. These are distinct current call4 form-field limits; the generic large-grant handbook’s promotion guidance remains separately labelled and does not replace the call-specific field 19 value.

Character limits apply to the named form fields only, not to project activity or eligibility. Generic handbook form guidance remains separate where it differs.

Application restriction
Own-call SEDIA terms specify that grant project implementation is in Polish.
Application restriction
One application stage through the official generator, planned27October–28December2026 at12:00as printed, with no timezone stated in the operator regulation/schedule. Use Polish except required English project title/short description, and budget in EUR. Published ranking date is14May2027; schedule says projects SHOULD start1June–31July2027, while regulation eligibility makes a start within that range possible and checks it. This is not evidence that the future intake is already open. Both Leader/Partner may implement only one project across SPLOT2.0calls, while previous-edition grantees may apply. Other CERV project participation is permitted with immediate notification and a nonoverlap/double-funding declaration. Withdrawal by emailed statement is allowed at any selection stage.
Eligible project scope
SEDIA own-record description says grant projects must address CERV priorities: raising awareness of rights and values through support to civil society organizations; strengthening Union values and rule of law; and democratic values through dialogue, transparency and good governance, including in shrinking civic space.
Eligible project scope
The official operator describes the overall SPLOT Wartości 2025–2028 project as protecting and promoting EU fundamental rights/values by supporting Polish local, regional and national civil society organizations, strengthening capacity, effective use of the Charter, rule of law and democracy.
Eligible project scope
Actual4/SPLOT/GD/2026 rules fund CERV-rights/value awareness and campaigns; civic platforms/dialogues; CSO coalitions and strategic public/private cooperation; free advice and policy/right monitoring; implementation of law and public-interest cases; civic participation/lobbying/advocacy; policy research/analysis/tools/standards; and targeted support services, including victim/psychological support. Activities must take place exclusively in Poland, locally/regionally/nationally. Partnerships consist of eligible Leader and Partner with a partnership agreement before grant contracting; no mandatory partnership or advertised job is inferred.
Other conditionSelected grant recipient and partner where applicable after contract execution.
The agreement template adds implementation mechanics beyond the call regulation: separate bank account and accounting ledger; expenditure lists and bank statements with each report; supporting records on request; records kept through 31 December 2033; participation in operator education, animator contact, networking and analytical/evaluation activity; transfer of economic copyright in works to the operator (recipient then has a free licence/sublicence); required EU grant attribution on project materials, events, project sites/locations and financial documents; written consent before transferring contract rights; and recipient responsibility for third-party/partner acts. The template also obliges written notice within five working days of implementation irregularity or a decision to stop.

Agreement form provisions apply when executed; the document is a template and does not establish that any applicant has signed it.

Other conditionStage III interview, limited to applicants meeting the substantive score threshold.
Annex 4 gives three separate interview rows and per-expert boxes: social impact (3 points), long-term sustainability for rights/values awareness (4), and long-term organization/partnership capacity (3). It records the applicant representative and three experts. These per-expert rows total 10; the main regulation separately sets three experts and a 30-point stage maximum.

The interview adds a separate 0–30 stage score after the substantive stage. The regulation does not say to treat 54 as the combined total including interview points.

Other conditionOperator obligations in the model grant agreement after contract signature.
Annex 5 agreement template specifies operator-side support commitments: an animator contact throughout implementation, two online grant-recipient seminars, network-building meetings, tailored training/advice, risk analysis, at least one onsite monitoring visit, and an operator helpdesk and grantee web page.

These are template commitments; no actual recipient-specific delivery or signed agreement is established.

Other conditionInterim and final reporting and implementation monitoring for a contracted grant.
Annex 6 report form collects narrative context, beneficiaries, methods/actions, products and outcomes; target/achieved values for the five programme indicator families plus applicant-defined indicators; institutional-development outputs; visibility links; and an itemized cost table with invoice/document number, issue/payment dates, PLN value, exchange rate and EUR amount. It asks for expenditure-period/economy declarations and has a conditional staff-rate declaration: where rates exceed those used by the organisation in the prior 12 months, a market survey supported by at least three offers is declared. Supporting items include the account statement, leader/partner transfer evidence, expenditure list, random 20% accounting-document sample with minimum two, and other evidence. The report form is not evidence of a current award or submitted report.

The report template is a model form, while the signed agreement/terms govern actual submission timing. The report form’s employee-cost survey is conditional on wage rates exceeding the applicant’s usual rates.

Other conditionStage II substantive evaluation, before interview and strategic review.
Annex 3 supplies the detailed subcriterion prompts and point boxes: relevance splits into fit to the listed support actions (3), EU values (4), participant awareness (3), need/problem (3), participant needs (3), and diagnosis quality (4); quality splits into action/goal coherence (5), schedule/executors (3), risk and communications (2), target-group access/non-discrimination (4), physical/information/digital accessibility (3), and gender equality (3); impact splits into local reach (5), sustainability/dissemination (3), and evaluation (2). Annex 3 labels financial effectiveness C as maximum 10, while its printed subcriterion prompts/boxes exceed that cap; the action-results coherence text says 0–2 but its score box shows /3. The main regulation sets C at 10 and the total written score at 60. Preserve this form/regulation conflict; do not sum or normalize its C subcriteria.

Do not convert the Annex 3 financial subscore entries into a reconciled total. Main regulation defines C max 10 and full review max 60; the attached form’s displayed C details conflict. Do not infer the exact third-expert point-difference calculation beyond the source wording.

Other condition
The programme page says SPLOT Wartości 2.0 has four calls (two small and two large), identifies the closed prior large call 2/SPLOT/GD/2025 with 25 November 2025–30 January 2026 application window, and says the next large call was planned for autumn 2026. The prior 2/GD/2025 regulations are not treated as adopted terms for #4. Current call4 regulation, six annexes and schedule are now retained and reviewed; earlier unavailability wording records only the initial review context and does not limit this successor.
Other condition
No own contribution is required. Administration/management may use up to20%of the grant as a flat rate, and institutional development may separately use up to20%of the grant as a flat rate. These are distinct cost-category ceilings, not salaries or an automatic combined40%entitlement. Direct substantive costs are settled using actual expenditure. Institutional development may include equipment, staff/member/volunteer training, promotional/internet services, strategy and other directly relevant development services; approved budget and contract govern actual amounts.
Other condition
Two independent impartial experts assess Relevance≤20(two0–10subcriteria: CERV/form alignment and needs diagnosis), Quality≤20(logical feasible project/institutional-development actions, executors/risks/communication; gender equality/accessibility each0–10), Financial efficiency≤10(market/eligible/clear unit costs, hourly personnel rates, best effects/necessity) and Impact≤10(social change, correct measurable hard/soft indicators, coherent results, durability/dissemination and evaluation). Gender/accessibility assessment covers open target-group access, nondiscrimination, physical/information/digital access and gender-aware recruitment/management. Average the two expert scores; divergence above30%of the point pool triggers a third expert. Written maximum60, positive threshold60%=36; below threshold cannot receive support.
Other condition
Historical operator programme-wide page states large grants EUR10000–15000 with actual expenditure. The now-read specific call4 regulation separately confirms this range and distinguishes actual substantive expenditure from flat-rate administration/institutional-development categories; it is no longer treated as unavailable.
Other condition
Programme-wide handbook instructs completion of applicant/Partner legal/registry/representative data; bilingual organisation/project names and summaries; needs/target-group and gender/accessibility diagnosis; SMART objectives, named task responsibility, realistic schedule/risks, budget/capacity, communication and evaluation. It recommends no more than five substantive tasks, with institutional development optional. Each task has at least one result and each result one–three indicators, with realistic targets/evidence; participant counts are not themselves assessed. Person indicators are disaggregated by women/men/nonbinary categories; CERV result fields not applicable use0/not applicable, not mandatory positive outputs. Current call4 attachment/generator controls exact fields and bounds. Plan coordination/accounting resources, not assumed external hires.
Other condition
Handbook guidance requires project-account expenditure and clearly described refunds from that account where payroll derivatives/tax/administration were paid from a statutory account. Its phone/payroll-derivative costs may be paid in the following month if attributable to project implementation; retain that conditional timing beside actual call4 period/contract rules. It describes EUR payments, EUR or PLN recipient bank accounts and PLN-cost conversion using the bank rate applied on grant/advance conversion; actual agreement controls call4. Account must be exclusively owned, free from enforcement and seizure promptly reported. Reports go through the same generator with results evidence, account/Partner payment proofs, sampled documents, spending declaration and requested explanations. Exceptional reporting extensions need operator approval. Its explicit final-report clock is30CALENDARdays; actual regulation says30days.
Other condition
Handbook treats the grantee as data controller for participants/staff/volunteers/contractors: lawful transparent minimised purpose-limited processing, notices, security/authorised access/processing register/testing, necessary operator disclosure and data-subject rights including complaint. Encrypt transmitted data with passwords through another channel; report breaches promptly and remediate. Retain only as legally/project necessary, then delete. Obtain prior written image consent for promotional/reporting use including relevant joint controllers; for children obtain voluntary informed specific parent/guardian consent, allow withdrawal without exclusion from participation, minimise identifiable/humiliating exposure and contract/supervise external photographers. These are project-data safeguards, not eligibility or staffing quotas.
Other condition
The official linked large-grant handbook is readable, but includes older example start dates1July–31October2026 and end30November2027 (and an inconsistent January2027 example), while actual call4 allows1June–31July2027 starts. Its payment page says one tranche within10working days after signing, while actual call4 regulation §14 has three75/20/5tranches; no handbook one-tranche rule or extra10working-day payment promise is adopted for call4. Handbook examples of EUR50/hour speakers/trainers, EUR150/month bookkeeping and EUR250/month coordination, staffing/participant counts and sample budget/output totals are illustrative, not published wages/caps or required hires/deliverables. Use current call4 PDF/forms and actual approved budget; these source differences are explicit.
Other condition
The handbook explains requested transfer of economic copyrights in grant works to the operator under a separate written request/agreement, including dependent-right authorisation and necessary third-party creator contracts/clearances; moral authorship remains distinct, and beneficiary use after transfer is by free licence/sublicence. Verify exact current call4 agreement fields of exploitation before a transaction; no completed transfer is asserted. Visibility guidance calls for at least one information action, ongoing website/social updates where channels exist, event/site/document acknowledgement, EU and SPLOT logos/support statement/disclaimer and accessible publications. Own logos cannot intrude into required-logo sequence/protection area. Notify operator of channels and planned promotional events.
Other condition
The handbook confirms full document/information/site access for monitoring, certified scans within five working days after request and protocol within21working days, then gives the grantee five working days to respond/supplement findings. Keep that handbook response clock distinct from the actual regulation’s five-calendar-day visit notice and five-working-day document clock. Recovery and ten-working-day prior change requests remain governed by actual call4 regulation/contract; seek early operator assistance for target risks and unforeseeable external events.
Other condition
Applications reaching at least90%written score (54/60) are invited to video/meeting presentation. Three interview experts each have10points, maximum30, assessing social impact, long-term EU-rights/value-awareness durability and long-term applicant/partnership capacity. Strategic assessment selects CERV/equality fit and balanced support across Poland, including lowest-capacity/highest-need areas with at least voivodeship reach. Published rankings show selected/reserve applications; non-signature, noncompletion or savings may allow reserve contracting. Passing a threshold does not guarantee funding.
Other condition
Operator monitors implementation/risk onsite or remotely via documentation/media/meetings/explanations, with five-calendar-day email notice for visits, five working days to supply requested remote-control documents, and monitoring protocol within21working days; grantee may respond/add missing information. Recovery of all/part may follow misuse, justified suspected non-CERV activity, incomplete results, failure to start/interruption, missing reports/result proof, exclusion/sanction/cancellation irregularity or anti-EU-values conduct. Explanation/documents due within five working days of notice; insufficient response can lead to written recovery demand, repay within ten working days of receipt. Partial recovery depends on progress/results. Justified substantive/organisational/task-budget changes require written request/reasons at least ten working days BEFORE effect, written approval and generator update, preserving category caps. Grant amount, execution period or Partner change requires agreement annex; unforeseen special events are treated individually.
Other condition
Reports include expenditure list, separate-account statement, purpose-of-spending declaration, requested random scans of financial documents and any clarifications, followed by operator approval. Sample is20%of accounting documents, minimum two. Operator normally verifies/settles within21working days after report submission; each supplement or request for additional explanation extends this period. Recipient personal data in the scope provided at contract signature must be collected for operator/EC reporting and result verification.
Other condition
Agreement reports in EUR. PLN costs financed by the first tranche use its bank conversion rate; second-tranche costs and the final5%prefinanced payment use the second-tranche conversion rate. Unspent carryover uses the rate of the tranche from which funds originate. Substantive expenditure cannot be settled as flat rates. Grantees subject to general procurement/purchasing law must follow those legal procedures; no universal tender threshold is invented. Higher-than-organisation staff rates require a described market survey, with the separate report-form condition for prior12monthrates and at least three offers preserved. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Agreement §9 requires prior image permission including project leader/joint controllers, lawful/minimised authorised sharing, GDPR notice before or at disclosure, encryption and separate-channel passwords; processing is for project/settlement/reporting; after termination personal data are retained only for the period necessary to discharge legal obligations, then irreversibly deleted from all electronic and paper media. This personal-data notice does not state 31 December 2033. The application notice separately says accepted-applicant data five years FROM BEGINNING OF YEAR AFTER grant settlement; rejected-applicant data promptly deleted after decision; claim/appeal data three years after intake ends. Keep these purpose-specific clocks separate from implementation-record storage through31December2033. Notices provide access/correction/erasure/restriction/objection/portability and complaint rights, necessary data for application/contract, and no automated decisions. Named public/provider data disclosures are described without certifying current GDPR compliance. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Agreement §4 requires transfer of economic copyright in all grant-created works with beneficiary subsequent use through a free licence/sublicence. §8 reserves exclusive/unlimited rights, requires a separate transfer agreement on operator written request and dependent-right authorisation, and its literal simultaneous-licence sentence names the Operator rather than the beneficiary. Preserve that licence-direction wording beside §4; no transfer is completed by this review. Third-party creator contracts must transfer rights to the operator on at least the fields of exploitation specified in writing BEFORE commissioning. Moral rights/actual legal limits are not adjudicated. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Template grantee is responsible for third-party/Partner acts as its own, including the stated joint liability for third-party damage, and assumes project-result/third-party-copyright liability. §12 records waivers of damages claims except harm caused solely by the named institutions/operator, broader other-claim waivers and third-party indemnification without recourse; the text names EFTA institutions although this is a CERV call. This records that document wording without determining enforceability or silently renaming institutions. Contract assignment needs prior written consent. Routine contact persons/addresses are designated; correspondence and amendments are written, grant amount/period/Partner changes need consent and annex. Court disputes go to the operator’s competent court; paper counterparts or qualified e-signatures are allowed and effectiveness begins on conclusion. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Agreement §7 generally bases repayment proportionally on achieved results, but expressly requires FULL grant return for misuse and failure to start/interruption (§7.1a,d). Other cases are assessed individually by implementation stage/results. Explanation within five working days and repayment within ten working days from demand receipt remain separate clocks. Do not present every shortfall as automatic full recovery or promise forgiveness. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Agreement §2 permits a reasoned operator-approved change of project dates only if duration remains≤12months and ends BEFORE31July2028. This conditional amended-project end is separate from the initial1June–31July2027start range and handbook’s obsolete2026dates. §3 states the agreed award covers100%of eligible expenditure in the approved application; no own contribution is required by the regulation. Amount/parties/project dates are blank until contracting. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Current agreement visibility Annex4 requires at least one grant-information action; ongoing website/social updates only where channels exist; required EU/SPLOT logos/funding wording on materials, events and implementation locations; the funding statement on FINANCIAL documents too; operator contact about channels/events; and accessibility/equal treatment. The linked operational-guideline reference is recorded without importing an unseen external manual. This is stronger direct call4 evidence for visibility than the generic handbook. These are terms of the current published blank agreement/form, not proof of an executed award, applicant compliance or legal enforceability.
Other condition
Three payments:75%of awarded grant after contract, no earlier than ten calendar days before project start;20%after approved midterm report accounting for at least30%of FIRST TRANCHE. If that30%is not used, a further advance may still be requested after report approval depending on activity progress. Midterm report due within14calendar days after the first-half reporting period; final5%requires approved final report, submitted within30days after project end. Commission transfer delays can delay operator payments even when grantee conditions are met. These are grant-payment shares, not personnel funding intensities or wage amounts.
Other condition
EU-values breach causes termination and ineligible costs; grant contracting includes a signed EU-values declaration. Gender analysis should inform needs diagnosis, actions and results in the relevant subject area. Grant transfer requires a signed agreement (two identical copies; qualified electronic signatures allowed) after committee decision and required attachments: separate bank account/representatives, Leader/Partner statute and current registry extract, partnership agreement with tasks/duties/budget split and Partner spending account where applicable, and both parties’ PICs before signature.
