Description
Expected Outcome:
Project results are expected to contribute to the following outcome:
• Stakeholders involved in the CO2 infrastructure network are in a position to implement the upcoming legislative framework for CO2 infrastructure.
Scope:
The project is expected to assist stakeholders involved in the CO2 infrastructure network in implementing the upcoming legislative framework for CO2 infrastructure.
Issues to address include market and cost structure, cross-border integration, interoperability and planning, technical harmonisation and investment incentives for new infrastructure, third-party access, along-chain liability, competent regulatory authorities, tariff regulation, ownership and contractual models, baseline of the state of play of current legislation on various aspects of the value chain.
As part of the deliverables, the project is expected to review and report on the current state of play concerning the challenges of repurposing existing infrastructure for CO2, also taking into account the infrastructure needs of renewable gases. Important issues to analyse include technical feasibility, costs, synergies between new (multimodal) CO₂ infrastructure and existing systems, regulatory barriers to integrating CO₂ infrastructure with industrial clusters, CO2 quality, flexibility, robustness, and interconnections between CO2 and energy infrastructures.

Conditions
Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.
- Consortium required
- No
For this Coordination and Support Action, General Annex B permits applications by one or more legal entities established in a Member State or Associated Country; therefore a multi-beneficiary consortium is not a general minimum under this baseline. Any stricter exact topic-specific restriction or required partner type recorded in this packet remains applicable. “False” means a single eligible legal-entity applicant is allowed under the baseline, not that partnerships are forbidden.
- Other condition
- The Work Programme classifies this topic as a Coordination and Support Action.
- Other condition
- If satellite-based Earth-observation, positioning, navigation or related timing data/services are used, beneficiaries must use Copernicus and/or Galileo/EGNOS; other services may additionally be used.
- Other condition
- Stakeholders involved in the CO2 infrastructure network should be able to implement the upcoming legislative framework for CO2 infrastructure.
- Other condition
- Call overview lists around EUR 5,000,000 per project and around 1 expected project(s); both are indicative and do not guarantee an award or set a recipient cap.
- Other condition
- For a Type 2 detailed-budget lump sum, the guide requires per-beneficiary/affiliated-entity and per-work-package estimates by cost category; estimates must follow normal practices, be reasonable and non-excessive, and be necessary for the proposed activities.
The source identifies lump-sum form but not a specific subtype; Type 2 guidance is conditional and is not proof this call uses a Type 2 detailed budget.
- Other condition
- Assist stakeholders in implementing the forthcoming CO2-infrastructure framework. Address market and cost structure; cross-border integration/interoperability/planning; harmonisation/investment incentives; third-party access/liability/regulators/tariffs/ownership/contracts; baseline legislation; and review/report on repurposing existing infrastructure, renewable-gas needs, technical feasibility/costs/synergies, regulatory barriers, CO2 quality/flexibility/robustness and CO2-energy interconnections.
Amounts and costs
- Indicative budget
- €5,000,000
Topic budget as stated in the portal's budget table. Lump-sum and per-project limits are in the call conditions.
- Eligible cost limit
- 25 percent flat rate of eligible direct costs, subject to the base exclusions in conditions
Horizon Europe General Annex G describes a 25% indirect-cost flat rate on eligible direct costs, excluding eligible direct subcontracting costs, financial support to third parties, and any unit costs or lump sums that include indirect costs. For HORIZON-AG actual-cost grants this is a cost-calculation rule, not a grant-rate increase. For HORIZON-AG-LS it informs the underlying eligible-cost estimate only; it is not an additional payment on top of the fixed lump sum. The topic indicative allocation and per-project contribution are distinct from this cost rate.
- Eligible cost limitMGA eligible direct cost categories A–D subject to exclusions
- 25 percent of eligible direct costs
This is an underlying cost rule for the lump-sum model, not a separate cash reimbursement; excluded cost categories and operating-grant condition apply.
- Funding intensity, maximumCoordination and Support Action beneficiaries under this action
- 100 percent of eligible costs per beneficiary
Maximum funding rate under General Annex G; it is not an award guarantee. For the lump-sum model the rate is applied through amount-setting methodology, not separate payroll reimbursement.
- Funding intensity, maximum
- 100 percent of eligible costs (general Coordination and Support Action maximum)
The exact Work Programme labels this topic a Coordination and Support Action. General Annex G gives CSA a 100% maximum; no separate topic rate was identified in this topic’s Specific conditions. This is not a guarantee or the topic-level indicative EU contribution; the final rate is fixed in the grant agreement. For the lump-sum topic, the rate is already applied in the methodology and is not an extra multiplier.
- Expected contribution per projectCommission estimate for this specific topic; no minimum/maximum cap
- €5,000,000
Work Programme expressly allows different amounts; the estimate is not a minimum, maximum or guarantee.
- Topic allocationTopic-level budget allocation; not per-project award amount
- €5,000,000
Indicative budget is subject to EU appropriations and is not an award guarantee.
