Conditions9

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant type
Applicants are the 32 cities in the call’s specified classes: the European metropolis, national metropolises, supra-regional metropolises and national urban agglomerations, as defined by the cited 2 July 2026 recommendations.
Application restriction
Start date for 23rd October 2026 submission of applications Deadline for submission 22nd January 2027 of applications
Application restriction
Eligible costs generally start on the Programme Operator decision date and must be incurred by 30 April 2031.

This is the cost-eligibility period, distinct from the application deadline or project duration.

Application restriction
Deadline for applications: 22 January 2027.
Eligible project scope
Supports Smart City 4.0 initiatives in Polish cities that use modern information and communication technologies, involve residents in decision-making, advance the UN Sustainable Development Goals (at least Goal 11), and strengthen local-government capacity to manage urban challenges.
Eligible project scope
Projects must address at least one of the call’s three Smart City areas—Smart Governance, Smart Environment or Smart Technology—and must foster residents’ participation and inclusion while aligning with the UN Sustainable Development Goals, at least Goal 11. Only activities within the call’s listed thematic areas are eligible.
Other condition
Call schedule: advance up to 20%, interim payments up to 70%, and final payment at least 10% of the project grant; each is due within 30 working days after the listed payment condition. The applicant guide further states the first payment follows signature of the project funding agreement and a submitted payment request; a further interim payment request requires settlement of at least 70% of the cumulative previously received grant, while the final payment is reimbursed.
Partner requirement
Domestic partnership is optional. If used, one or more eligible local-government entities, unions or qualifying municipally/county-owned companies from the applicant city’s functional area may partner; companies must be majority-owned (>50%) by municipalities or counties. The city alone may submit as lead. The application must explain the partnership need, contribution, benefits and joint delivery capacity, and the partner must actively participate in preparing the application. A written partnership agreement is required before the city’s grant agreement; the draft is submitted for Programme Operator review and the signed copy is a condition of the grant agreement.
Partner requirement
Norwegian partnership is encouraged, not required. Each project budget must reserve EUR 300,000 (PLN 1,272,780) for bilateral cooperation. If a Norwegian partner is found, the reserve is shared and each partner’s share is fixed in the bilateral partnership agreement; if none is found within a reasonable time, the amount cannot be redirected to other project activities and returns to the Programme. The city’s bilateral-management costs remain in its project budget; any partner management costs may be included in the partner share as described by the guide.
Amounts and costs12
Catalogue budget
€47,058,824

Figure as listed by the provider. Whether it is the total allocation or a per-project cap is unverified unless a reviewed condition says so.

Call allocation
€47,058,824

Call-wide allocation stated in the call text.

Eligible cost
Guide-listed eligible direct costs include assigned-project staff at actual pay plus social-insurance/statutory remuneration components subject to the beneficiary/partner standard-pay rules; staff/participant travel and subsistence under their standard reimbursement rules; new or used equipment (full purchase only if the Programme Operator confirms it is integral and necessary, otherwise only the project-period/use share of depreciation); land/property subject to Regulation Article 8.8 and a 10% cap of total eligible expenditure; identifiable project supplies; external project contracts compliant with procurement law and the Regulation; and project management including indirect costs, subject to the route-specific combined cap and the 7% indirect-cost ceiling. Costs must be incurred by the beneficiary or partner, within the eligible period, in the detailed budget, necessary/proportionate, economical/effective, and identifiable from accounting records.
Eligible cost limit
10 percent of direct eligible costs

Combined ceiling; indirect costs are counted within the limit.

Eligible cost limit
78 percent of project eligible expenditure (call-text table); applicant guide denominator differs

The call-text table sets this route limit at Maximum 78% of project eligible expenditure. The applicant guide instead describes the hard-measure denominator as direct eligible costs. The sources state the same numeric share but use different denominators; this review records both and leaves reconciliation unresolved.

Eligible cost limit
7 percent of direct eligible costs

The indirect-cost cap is within the combined management-plus-indirect cap.

Eligible cost limit
10 percent of total eligible expenditure

Only under the additional conditions of Regulation Article 8.8.

Minimum share for a named cost componentMinimum required soft-measure allocation within the project’s eligible expenditure under this city call; eligible-expenditure denominator differs between the call-text table and applicant guide, and that discrepancy remains unresolved.
22 percent of project eligible expenditure (call-text table); applicant guide denominator differs

The call-text table sets this route limit at Minimum 22% of project eligible expenditure. The applicant guide instead describes the soft-measure denominator as direct eligible costs. The sources state the same numeric share but use different denominators; this review records both and leaves reconciliation unresolved.

Funding intensity, maximum
100 percent of eligible project costs

Public-sector rate; other applicant classes are marked not applicable in this route table.

Own contribution, minimum
0 percent of eligible project costs

Public-sector applicants; other classes are marked not applicable.

Ring-fenced reserve within the project budgetMandatory ring-fenced bilateral-cooperation component within the individual project budget; not a separate grant pool or additional award.
€300,000

Mandatory per-project component reserved inside this project budget for bilateral cooperation, not an extra grant award, project contribution, or call allocation. The applicant is expected to describe desired Norway-partner cooperation, but finding a Norwegian partner is encouraged rather than a condition of eligibility. If a Norwegian partner is found, the reserve is shared and each partner’s amount is set in the bilateral partnership agreement. If no partner is found within a reasonable time, the amount is deducted from the project budget and returned to the Programme; the applicant cannot redirect it to other project activities.

Project funding, maximum
€5,000,000

Maximum individual grant for this call.

Project funding, minimum
€3,000,000

Minimum individual grant for this call.

Personnel and services1
  • Other role

Staff cost the grant can fund

The guide allows actual remuneration, social-insurance contributions and other statutory components for personnel assigned to the project, provided these conform to the beneficiary’s and project partner’s standard remuneration rules. This describes a cost category, not a hiring promise, named vacancy, headcount or pay rate.
