Conditions8

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant restriction
Additional eligible beneficiary/partner classes are schools and other education-system entities, research units, universities, research organizations, adult education centres, local-government units, chambers of commerce, employer organizations and NGOs; partners must also satisfy the project-specific mandatory sector-organization rule unless an additional partner category is allowed by §7.
Eligible project scope
Creation of a vocational-sector skills centre (BCU) through infrastructure modernization/adaptation/equipment plus necessary preparatory steps to launch its educational/training activity. Support requires existing premises and a legally qualified school/centre/sector partnership; new-build-from-ground-up and sports infrastructure are excluded. ICT must directly support teaching/training and avoid double funding.
Other condition
The regulation explicitly leaves minimum and maximum project grant value and minimum and maximum eligible-cost value unspecified in this call; it does not establish a per-project grant ceiling.
Other condition
If auxiliary economic use of the infrastructure is planned, it must stay at or below 20% of total annual capacity/resources and be monitored; related eligible-cost allocation and de minimis treatment require the full rules.
Other condition
The call separately states maximum EFRR shares of 50% of eligible project costs for RWS and 85% for RMR. These are EFRR-only rates; no blanket total public-funding rate or own-contribution rate is asserted from these clauses, and de minimis rules may apply.
Other condition
The applicant must explain how the BCU will secure personnel necessary for operations, and the post-project operating concept must address how staff and ongoing operating finance will be provided. Cross-financing may fund only the portion of personnel remuneration for tasks directly tied to BCU preparation; ongoing management or operation payroll is expressly ineligible under cross-financing. The source does not state a role list, headcount, qualifications or salary amount; eligibility of personnel costs through other fund/category rules remains subject to applicable guidelines. The applicant must describe staffing capacity and how it will be used, name key project staff and their planned functions, and submit an assurance that the necessary BCU cadre meets criterion 5; these are capability/eligibility requirements, not a finding that those costs are eligible for grant reimbursement.
Partner requirement
The exclusive lead applicant must be a JST governing the public vocational school or vocational training centre at which the BCU is planned. A partner from the sector organization relevant to the BCU vocational field is mandatory. Additional partners are limited to named beneficiary classes, with additional science/university/research partners permitted for education/training design or delivery.
Staff restriction
The applicant must ensure staff necessary for BCU tasks. People performing educational/training tasks at the BCU must have either field-relevant education and at least 3 years of professional experience related to that field, or at least 5 years of professional experience related to that field. For vocational-education classes for pupils and learners of vocational schools, teaching qualification rules apply; practical classes also require practical vocational-training qualifications. The call supplies no salary amount or headcount for these requirements.
Amounts and costs4
Catalogue budget
PLN 30,400,429

Figure as listed by the provider. Whether it is the total allocation or a per-project cap is unverified unless a reviewed condition says so.

Call allocation
PLN 30,400,429

Call-wide allocation split equally: PLN 15,200,214.69 for RMR and PLN 15,200,214.69 for RWS; not an individual award ceiling. The allocation is converted from EUR at the stated ECB rate and can be increased after selection in defined circumstances.

Eligible cost
The reviewed regulation identifies direct eligible categories including investment documentation and project supervision; expansion/reconstruction/renovation/adaptation of BCU facilities; necessary installations and technical infrastructure; safety, hygiene and teaching-condition adaptations; directly related site works; teaching/technical equipment, machinery and devices; and cross-financed staff preparation to use new/modernized infrastructure and accessibility actions. These are listed as examples and remain subject to necessity and the relevant fund rules.
Eligible cost limit
30 %

Maximum 30% of eligible project costs for EFS+ cross-financing. Limit calculation includes the associated 7% indirect-cost flat rate on direct cross-financing expenses; ongoing BCU operations are excluded. This is not the overall project grant rate.

Eligible cost limit
7 %

Flat rate on eligible direct costs, regardless of whether the source is EFRR or EFS+ cross-financing. Cross-financing calculation still includes only the corresponding 7% attached to cross-financing direct costs.

Personnel and services1
  • Other role

    Required staff

This is the required capability for BCU delivery and a qualification rule for the described educational/training function. It does not establish a named job title, headcount, FTE, duration, contract form, salary rate, or that those staff costs are fundable. Existing personnel may provide the capacity; costs remain subject to the applicable eligible-cost rules.
