- Uczestnictwo KIC musi istnieć w dniu ustanowienia programu albo podmiot musi przystąpić do KIC w okresie przedsięwzięcia. Musi być poniesiona lub wymagalna jednorazowa opłata za przystąpienie albo roczna opłata członkowska; to samo uczestnictwo nie może być finansowane z innych środków budżetu państwa.
