Conditions10

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant type
National parks (parki narodowe).
Application restriction
Access review requires: timely filing under the call rules; current form and required filing mode; complete form and attachments with valid signature; applicant in the eligible-beneficiary catalogue; no applicant-caused NFOŚiGW termination/rescission during the prior three years except mutual termination; compliance with public-law obligations owed to NFOŚiGW, competent authorities or entities; compliance with civil obligations owed to NFOŚiGW; eligible objective and project type; project not completed before filing; project period and disbursement schedule consistent with the programme/call; financing form and intensity consistent; and the underlying EU-funded project on the approved identified-project list or selected for funding. For non-repayable EU-cofunded projects under FEPW/FEnIKS, evaluation is only against access criteria.
Application restriction
Continuous applications are accepted from 10 March 2025 through 30 June 2027. Applications are submitted electronically through GWD using a legally effective electronic signature; where the applicant cannot use that signature, the generated application printout with barcode and representation-authorized declarations must also be submitted. Late applications are rejected.
Application restriction
An underlying FEPW/FEnIKS project must either appear in the approved List of Identified Projects or have been selected for funding. NFOŚiGW’s decision to award the co-financing grant is also conditional on execution of the underlying FEPW/FEnIKS funding agreement.
Application restriction
Only one application for the same project and same funding form may be lodged in a given intake; if more than one is filed, only the first received is considered. However, a refusal does not prevent a new application in the same intake.
Eligible project scope
Only projects implemented under the exact FEPW/FEnIKS action and project-type routes listed in Programme §7.4 and the call notice are in scope: FEPW.02.03 Types II and IV; FEnIKS FENX.01.04.6, FENX.01.05.4, FENX.01.05.8; and FENX.02.04.10.
Other condition
The retained official Ministry source is revision MFiPR/2021-2027/9(3), approved 19 May 2026. It is the current retrieved edition, not a blanket assertion that this version governs every project cost: the applicable edition generally follows the date the expense is incurred, while recruitment/procurement steps follow the date they are initiated, subject to the Guidelines’ stated exceptions and the institution’s funding agreement.
Other condition
The local provider export labels the route open and records the NFOŚiGW schedule as of 22 October 2026, with continuous intake through 30 June 2027. The status here is the captured export status; remaining allocation and actual GWD operability were not independently verified.
Other condition
The instrument is a non-repayable grant supplementing the own contribution to an underlying FEPW or FEnIKS project. A NFOŚiGW co-financing agreement is conditional on signing the underlying FEPW/FEnIKS funding agreement.
Other condition
Any public aid in this co-financing is granted under the public-aid rules applicable on the date the NFOŚiGW agreement is concluded; the reviewed call materials do not establish a single aid intensity independent of the underlying project and agreement.
Amounts and costs6
Call allocation
PLN 53,500,000

The amount is the call-wide pool from national NFOŚiGW funds. It is not a per-project or per-beneficiary cap; the exact individual grant depends on the underlying eligible costs, source-programme branch, other grants and project agreement.

Eligible costUnderlying EU-project costs and the NFOŚiGW grant co-financing this exact call
Costs may be treated as eligible only within 1 January 2021–31 December 2029. The underlying FEPW/FEnIKS agreement sets eligible-cost categories and amounts; its eligibility procedures incorporate the Ministry Guidelines on expenditure eligibility for 2021–2027, which prevail over NFOŚiGW’s own eligible-cost guidelines. Costs are finally accepted after the underlying final payment claim is approved; costs accepted there remain eligible under NFOŚiGW co-financing and form the basis for its final grant amount.
Funding intensity, maximum
20.29 percent of eligible costs

Maximum intensity only for underlying FEnIKS.02.04 agreements under §7.4(2)(b); remains subject to the lower residual after other funding described in §7.2(2).

Funding intensity, maximum
15 percent of eligible costs

Maximum intensity for underlying agreements under §7.4(1) FEPW.02.03 and §7.4(2)(a) FEnIKS.01.04/01.05 actions; remains subject to the lower residual after other funding described in §7.2(2).

Funding intensity, maximum
100 percent of eligible costs

Overall ceiling for supplementing own contribution. NFOŚiGW grant cannot exceed eligible costs minus funding already provided by the Cohesion Fund and/or EFRR and, where applicable, NFOŚiGW or voivodeship environmental-fund grants. This 100% ceiling does not override the lower branch-specific ceilings below.

Ineligible cost
Selected exclusions in the incorporated Ministry Guidelines include jubilee awards and severance payments for project staff; ZFŚS benefits; public-officer civil-liability insurance; non-statutory optional staff contributions unless all listed policy, six-month prior-introduction, and equal-coverage conditions are met; beneficiary employees engaged on civil-law contracts other than contracts for a specific work, subject to the stated special-law and R&D exceptions; and EFRR/FS/FST operational-phase costs unless approved in the project application due to project nature and incurred during the eligible period. The rules also prohibit duplicate financing, including duplicate EU claims, overlap between direct and indirect costs, and grants from multiple sources exceeding 100% of eligible project or project-part costs.
Personnel and services1
  • This is a source-supported conditional personnel cost category, not an advertised vacancy or a promise of hiring. The actual approved project agreement and application determine whether such staff costs are eligible. No job title, headcount, pay rate or FTE is stated by this NFOŚiGW route.

Other role · Staff cost the grant can fund

Only if the need follows from the nature of the approved project; project duties must be explicitly identified in the employment agreement, secondment agreement or duties description. For part-time project work, eligible salary is proportional to actual project work/time unless documented role responsibility, complexity or required competencies justify a different share. EFRR/FS/FST project-personnel remuneration is capped at the beneficiary’s pay for analogous positions. Combined professional engagement across EU-funded projects and other funding sources must not exceed 276 hours/month and must not prevent proper, effective performance. Recruitment version of the Guidelines is generally the edition applicable when recruitment is initiated; expenditure-cost version is generally the edition applicable on the date incurred, subject to stated exceptions. No job title, headcount, salary or actual hiring is asserted.
