Conditions
Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.
- Applicant restriction
- The Fund will not contract with entities that fail environmental-fee/penalty obligations or have due Fund liabilities subject to collection proceedings.
- Applicant restriction
- The Fund conditions loan approval and amount on the applicant’s creditworthiness and appropriate legal security for repayment.
The appropriate security is determined in the loan decision/contract; no fixed security ratio is stated here.
- Applicant typeExact OW1.8 route page.
- The product page displays applicant tags for local-government units, SMEs, enterprises, NGOs, universities, independent public health units, housing cooperatives/communities/TBS, state budget units and other applicants. Its operative prose states the applicant is a direct investor with legal title to dispose of the property. The broad tags are not treated as a full independent eligibility rule.
Additional exact applicant and title conditions are not fully stated on the page.
- Application restriction
- The May 2026 C2 financial form for entrepreneurs and other organisational units requests loan drawdown, repayment and security proposals; a description of business activity, existing loans/credits, guarantees and other off-balance-sheet obligations; a financial forecast; and the applicable financial statements and related supporting documents.
The form is specifically labelled for entrepreneurs and other organisational units, not every possible local-government applicant. Supporting requirements vary by accounting method and circumstances; the form says additional information may be requested at any stage.
- Application restriction
- The route links sewer and wastewater-treatment application archives. Paper submissions must not be stapled, bound, or placed in sleeves/folders/binders; the route page also permits electronic delivery through e-Doręczenia.
The archives include older and current form revisions; use the applicable current form and annex versions at submission time.
- Application restrictionGeneral rules effective 1 May 2026.
- Fund-funded expenditure considered at settlement must be incurred after the application date and supported by invoices and related proof of payment.
The route page does not specify a project-specific eligible-cost end date; this general rule covers post-application documentation, subject to the contract and any more specific future rules.
- Application restrictionExact call pl_wfosigw_katowice:95429, OW1.8.
- The exact OW1.8 route page says intake is continuous and the timestamped local source row lists the route open. The page states no opening date, deadline or remaining balance.
Open is a timestamped local source state, not a live balance verification.
- Application restriction
- For the C2 loan form’s stated supporting documents, selected public-debt certificates and bank/lender opinions must be no older than three months; the form states exceptions for low-risk regular Fund clients and for specified liquid security forms.
This is the linked application form’s documentation checklist, not a blanket applicant eligibility exclusion. The exact required documents depend on the applicant and proposed security.
- Application restrictionExact OW1.8 route, conditional plant component only.
- The route-linked 2025 attachment list asks for current legal-status documents; site plan and treatment-plant process diagram; construction, water-law, sludge-management and environmental decisions where required; disclosure of other domestic/foreign funding applications; financing-balance evidence; relevant permits/agreements; property-title and five-year use assurance or landlord consent/assurance; a financial/physical schedule; and current application A, B2, C1 or C2. It also lists route-specific technical and economic analyses. The list says additional documents may be requested during negotiations. This is the plant archive’s checklist and applies only where the project includes a wastewater-treatment facility; the OW1.8 page also links sewer forms for other system projects.
The route links both sewer and treatment-plant archives. This attachment list is conditional on the treatment-plant component and does not define all runoff/agricultural project attachments.
- Eligible project scopeRoute-linked 2026 effects table OW1.8 treatment-facility row.
- For a wastewater-treatment-plant component, the 2026 effects table specifies technology/type and daily capacity for new or modernized plants; treatment to parameters under applicable law or a water permit where required; and confirmation through final acceptance, applicable building-use evidence and independent accredited-laboratory measurements. It includes the quantity treated and additional users in RLM as effect measures.
This table row is limited to treatment-plant projects and does not establish the full effects model for runoff, stormwater, snowmelt or agricultural-source interventions.
- Eligible project scopeExact OW1.8 page and 2026 effects schedule, conditionally for plant component.
- The route covers projects reducing pollutants discharged in wastewater, rainwater, snowmelt water or from agricultural sources, especially substances particularly harmful to the aquatic environment, and proper maintenance of wastewater-discharge systems. The 2026 effects schedule separately provides a wastewater-treatment-plant measure for OW1.8 where that component is used; the route page does not publish a RLM/capacity threshold or itemized scope for every runoff/agricultural measure.
The treatment-plant effect row applies only to a wastewater-treatment-plant component and does not define all OW1.8 projects.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §§3.1 and 3.3.1–3.3.3; conditional general loan rules, not a route-specific promise.
- A borrower may request partial remission only where the loan was not reimbursed from public funds, including EU funds, and all stated conditions are met together: the loan-funded task was completed and settled within the contractual period; planned ecological and material effects were achieved by contractual deadlines; the project durability period expired; at least 50% of the amount used was repaid on time (early repayment does not qualify to request remission); and the borrower met statutory fees and penalties and its obligations to the Fund. The Fund’s decision is discretionary, made by the competent Fund body, and cannot exceed the borrower’s actual outstanding obligations under that loan on the application date. These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted.
These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §3.2.1(a); conditional only if this route results in a remissible loan and the Fund approves remission.
- If partial remission is approved under Table 3 §3.2.1(a), it may be up to 10% of the loan amount used, capped at PLN 0.2 million; this option does not require the remitted amount to be spent on a new ecological task. This is an alternative general remission rule, not a route-specific entitlement. These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted.
Conditional current General Rules only if a loan is awarded under a remissible structure and the Fund approves remission; this is not a universal OW1.8 benefit.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §3.2.1(b); conditional only if this route results in a remissible loan and the Fund approves remission.
- Alternatively, if partial remission is approved under Table 3 §3.2.1(b), it may be up to 35% of the loan amount used, capped at PLN 4 million, only if the remitted amount is allocated to a new ecological task consistent with the Environmental Protection Law. The two §3.2.1 alternatives are alternatives, not additive caps. This is a general conditional rule, not a route-specific entitlement.
- Other condition
- The beneficiary must maintain the investment’s durability for at least five years from its completion and report other-source support to the Fund at every implementation stage.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §3.4; conditional general loan rules.
- The General Rules exclude remission for loans granted to carry out a task arising from an administrative order to remove environmental contamination. Applicability to a route project must be assessed from the actual task and order; this does not establish that the route itself is categorically excluded.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §3.3.5; conditional general loan rules.
- Filing a remission request does not suspend current payment obligations under the loan agreement. Under a separate remission agreement, the Fund returns qualifying instalments paid after the request date without interest on returned amounts.
- Other conditionCurrent General Rules Resolution 49/2026, Table 3 §§3.2.2–3.2.3; conditional general loan rules, not a route-specific promise.
- The approved remission is reduced by any Fund grant used for the same task. The remaining remission is reduced by 15% where an agreement amendment reduces specified ecological effects for sewer connections, asbestos disposal tasks, or municipal low-emission programmes; by 30% where an amendment reduces other planned ecological effects; by 5% each time required disbursement, final settlement, or effect-confirmation documents are submitted more than 30 days late; and by 5% each time a principal instalment is more than 30 days late. These reductions apply to the remission amount after the grant offset.
- Other conditionExact route-linked plant application archive inventory and extracted members.
- The exact route-linked plant archive includes older 2014 technical/economic worksheets, 2025 application instructions and forms, a 2026 effects table, and a nested C2 financial-form ZIP updated for 2026. The application list says current forms must be used; these archived materials do not establish a current itemized eligible-cost catalogue or employee payroll allowance.
The 2025 application forms and 2026 effects table are separate editions; do not infer cost eligibility or payroll from form fields requesting budgets, employee counts for SME status, or authorised signatures.
- Other condition2027 official Katowice priority-list entry for OW1.8.
- The 2027 official priority list includes OW1.8 among planned water-protection priorities. This is not a current remaining allocation or award promise.
A planned priority is not evidence of a specific available 2027 call budget, per-project allocation, or award.
- Other condition
- Fund resources are public funds, so beneficiaries must apply public-procurement law to their expenditure; public-aid rules apply where relevant.
The route links a public-aid forms archive, but the exact applicable aid regime depends on the applicant and circumstances; archive presence does not establish that aid applies.
- Other conditionExact OW1.8 route page.
- The exact route page lists both grant and loan financing. It does not publish the route-specific grant percentage/cap or identify the applicant’s loan as remissible or non-remissible. General rates and remission are conditional only.
Do not infer grant cap from unrelated general categories or assume a remissible loan.
- Other condition
- The current route links Katowice signage rules: an information board is required only for construction lasting over six months; the commemorative plaque is due within 30 days after the contract-specified task-completion date.
Publicity obligations do not establish eligible publicity costs or staffing.
- Staff restrictionExact OW1.8 route page and linked application archive.
- The OW1.8 route page and linked forms do not establish a paid project job, headcount, salary or hiring commitment. Payroll eligibility remains unknown.
Do not infer hiring/payroll from contact, signatory or enterprise-size fields.
Amounts and costs
- Eligible costGeneral eligible-cost definition; detailed OW 1.8. expenditure line eligibility remains unresolved.
- Eligible costs are schedule items necessary to achieve the environmental effect and specified in the relevant schedule-filling instruction; the scope of investment performed using the beneficiary’s own forces is excluded.
The linked product page and retained application archives do not identify a separate, current OW 1.8. cost catalogue/instruction that establishes the exact eligible expenditure lines. No salaries, job titles, staff headcounts or payroll eligibility are inferred from forms or project scope.
- Funding intensity, maximumGeneral loan rules, Resolution 49/2026 Table 1 §§1.2.1–1.2.2, effective 1 May 2026; standard-loan branch only for exact OW1.8. The route page lists both grant and loan financing; it does not establish the grant terms.
- 100 percent of eligible project costs
The up-to-100% value is the maximum for the standard-loan branch only; it is not a grant rate or an award promise. Where a loan and grant are combined in one task, total support cannot exceed 100% of eligible costs under Table 1 §1.2.2. The exact route page does not state a grant rate, grant cap, or grant eligibility conditions. The Fund may offer less after assessing ecological effects and its available resources.
- Grace period, maximumGeneral rules effective 1 May 2026.
- 18 months after contractual task-completion date
The terms do not apply to bridge loans. Actual contractual dates and repayment schedule are established by the Fund.
- Loan interest, minimumGeneral rules effective 1 May 2026, conditional non-remissible loan branch.
- 1.5 percent per annum minimum
Only if the application receives a non-remissible loan; this route also has grant financing and does not determine subtype. Public-aid cases may use a base-rate-plus-margin calculation subject to the applicable minimum.
- Loan interest, minimumGeneral rules effective 1 May 2026; only if a remissible-loan structure is granted.
- 3 percent per annum minimum, subject to the stated municipality exception
Only if the application receives a remissible loan; the route page does not determine subtype. The 2% floor applies only to qualifying municipalities/counties in the application year.
- Loan partial remission, maximum amountCurrent General Rules Resolution 49/2026, Table 3 §3.2.1(a), absolute cap paired with the 10% of used-loan alternative; exact route OW 1.8., conditional only.
- PLN 200,000
Conditional General Rules Resolution 49/2026 provisions only apply if the Fund actually grants a loan under this route and the applicable loan is eligible for partial remission, and the Fund approves remission. The exact route does not establish the chosen loan subtype or guarantee remission. The loan must not have been reimbursed from public funds, including EU funds. Table 3 §3.1 conditions are cumulative: the loan-funded task is completed and settled within the contractual period; planned ecological and material effects are achieved by contractual deadlines; project durability expires; at least 50% of the amount used is repaid on time (early repayment does not qualify); and statutory fees, penalties and Fund obligations are met. The Fund decision is discretionary and cannot exceed actual outstanding obligations on the application date. Any Fund grant for the same task offsets remission under §3.2.2, and reductions in §3.2.3 apply. Rules apply to Fund decisions from 1 May 2026 under §§16–17, subject to the source’s effective-date and agreement clauses; remission decisions consider rules in force on the remission-application date under §3.3.2. This is not a route-specific entitlement and does not imply that a bridge-loan or any other loan subtype is eligible for remission.Conditional General Rules Resolution 49/2026 provisions only apply if the Fund actually grants a loan under this route and the applicable loan is eligible for partial remission, and the Fund approves remission. This is not a route-specific entitlement and does not imply that a bridge-loan or any other loan subtype is eligible for remission. Conditional general-rule remission only; requires a qualifying remissible loan and discretionary Fund approval. It is an alternative to §3.2.1(b), not additive. No new ecological task is required by this branch. All cumulative §3.1 conditions, §3.2.2 grant offset, §3.2.3 reductions, and §3.3 procedure still apply.

- Repayment required before remission, minimumCurrent General Rules Resolution 49/2026, Table 3 §3.1(d), conditional partial-remission repayment prerequisite for OW 1.8.; route does not select loan subtype or create remission entitlement.
- 50 percent of loan amount used repaid on time
Conditional General Rules Resolution 49/2026 provisions only apply if the Fund actually grants a loan under this route and the applicable loan is eligible for partial remission, and the Fund approves remission. The exact route does not establish the chosen loan subtype or guarantee remission. The loan must not have been reimbursed from public funds, including EU funds. - Loan term, maximumGeneral rules effective 1 May 2026.
- 240 months from contractual task-completion date, including grace
The contract sets the actual period after financial analysis and public-aid rules; minimum repayment period is 4 years. Bridge loans are excepted from these terms.
- Loan term, minimumConditional standard ordinary-loan repayment-period minimum under General Rules Resolution 49/2026, Table 1 §1.4.1(a), for route OW 1.8.; not a bridge-loan term and not evidence that this route selects an ordinary loan.
- 48 months of loan repayment term, including grace, counted from contractual task-completion date
Only if an ordinary (non-bridge) loan is actually contracted under these General Rules. The source period includes the grace period and is measured from the task-completion date stated in the agreement. General Rules §1.4.2 expressly excludes bridge loans from these conditions; the route’s listed financing does not select a loan subtype. The actual schedule is set by financial analysis and public-aid requirements. General Rules Resolution 49/2026 is effective for Fund decisions from 1 May 2026 subject to §§16–17.
