Conditions14

Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.

Applicant restriction
The route lists local-government entities and their unions/associations/organizational units, entrepreneurs, civil-law legal persons, and state budgetary units as applicants. For loans, the current general rules list the first three classes plus housing communities; state budgetary units are funded by transfer of funds under §4(1)(4), not listed as loan borrowers. The route page and general rules therefore apply different instrument-specific applicant lists.
Applicant restriction
A loan is conditional on the borrower having the capacity to repay principal and interest on the dates set in the agreement; the Fund may require documents and information to assess that capacity.
Application restriction
The route page labels intake continuous. Heads of state budgetary units must file by 31 March of the year preceding the budget year in which task financing begins. The retained page does not verify current portal acceptance or available funds.
Application restriction
For tasks carried out by a state budgetary unit, eligible costs are accepted by an individual decision of the Fund’s Management Board for each task.
Eligible project scope
A separate stated domain priority is repair and restoration of environmental-protection and water-management facilities/equipment damaged by floods and other natural disasters. The route page does not extend its separately stated 60% grant categories to this scope.
Eligible project scope
The route page identifies as a priority co-financing of investment projects, operating costs and actions using non-repayable EU funds, non-repayable international-organization cooperation funds or bilateral-cooperation funds. This describes a priority financing relationship, not an automatic grant entitlement.
Eligible project scope
One stated domain priority is environmental-protection research and expert studies.
Other condition
Interest on Fund loans is paid monthly by the 25th of each month; the fixed borrower-category rates are represented as separate typed facts.
Other condition
The linked Board rules entered into force on 1 May 2026 and apply to applications submitted from that date. Applications filed before entry into force are considered under the rules effective on their filing date; the 2026 Board terms should not be applied retroactively to those older filings.
Other condition
The general Board rules permit partial forgiveness only for loans to the §5(5)(1) borrower classes, and only on application/Board decision under the agreement. Cumulative conditions include completing the task by the original agreement deadline without amendments; achieving the planned physical/ecological effects under the comparison in §7(2)(2); the published comparison is linguistically ambiguous and its numerical threshold requires clarification; timely repayment of 85% of disbursed principal and timely principal/interest (subject to the delay rule below); paying environmental-use fees and penalties owed to the Fund; and filing the current Fund form. Forgiveness is limited to unpaid installments and may be up to 15% of the amount disbursed after at least 60 months of principal repayments counted from the first principal installment, under the agreement’s timing/terms. Combined delays of up to 20 days reduce the possible forgiveness by 0.5 percentage point per delay day; a delay over 20 days loses the possibility of forgiving the unpaid remainder. Excluded are already-paid installments; loans for a task also receiving a Fund grant; loans for tasks with non-repayable financing; liquidity loans; specified EU-documentation loans where the proposed forgiveness would itself be an EU-eligible cost; and market-rate loans. Public-aid rules apply when relevant. Filing the request suspends repayment of remaining principal until decision; refusal or a smaller forgiveness requires payment of the outstanding part within 7 days of notice. This conditional provision is not an automatic grant or general entitlement for every loan.
Other condition
The route provides a liquidity-loan form for tasks co-financed by non-repayable EU or other non-repayable foreign support paid by reimbursement. The general Board-rule ceiling is separately represented as a typed percentage of the external award amount; it is not a project-cost-percentage ceiling.
Other condition
For market-based loans, an SPV without a rating from its own financial history may use a rating one category below its parent only if the parent provides a full, unconditional, on-first-demand repayment guarantee. An SPV formed by multiple entities may use a rating one category below the rounded-down weighted average of owners’ ratings only if those owners jointly provide the same full, unconditional, on-first-demand guarantee. For a newly established enterprise without credit history, the margin should not be below 400 basis points; this is a margin floor, not a total interest rate. Additional security may be required in the cases under §6(4)–(6).
Other condition
The route allows combining a grant and loan for one task and states that the loan amount cannot be lower than the grant amount.
Other condition
For tasks co-financed by non-repayable foreign funds, the Fund may individually give priority to the rules governing those funds over internal Fund rules, especially eligible costs, durability and controls. For tasks co-financed by NFOŚiGW, the Fund Board may individually accept the NFOŚiGW rules as superior in whole or part. This is discretionary, not automatic.
Amounts and costs11
Eligible cost
The route requires eligible costs to follow the Fund’s Board-adopted eligible-cost guidelines. The retained official 2020 scan, whose footer says it applies to applications submitted from 11 September 2020, describes eligible fixed assets installed as part of the task (recorded as beneficiary fixed assets) and other directly related third-party services, remuneration and consumable materials, subject to the listed qualifications. The exact current guide version beyond this retained official text was not independently verified.
Funding intensity, maximumGrant support for environmental monitoring, environmental research/expert studies, and prevention or remediation of serious accidents only.
60 percent of eligible costs for the qualifying task

The route states this maximum grant rate only for those three named task classes. Do not extend this rate to all priorities, including disaster repair/restoration or co-financing of external awards. Board decision and agreement still govern the granted amount.

Funding intensity, maximumWFOŚiGW transfer-of-funds support for tasks carried out by state-budget units under Board rules §10
50 percent of eligible costs

Only state-budget-unit tasks; ceiling is subject to the WFOŚiGW having funds available in its financial plan for the calendar year. This is a different funding form and applicant class from ordinary loans and the two route-specific grant categories.

Ineligible cost
The retained Fund cost guidelines classify indirect costs—additional unit operating costs that cannot be identified as directly tied to the task—as ineligible.
Grace period, maximumPrincipal repayment grace period for the Fund’s general loan rules.
18 months

The grace period should not be longer than 18 months, counted from the date the investment/task is completed. The rule says “should not,” not an unconditional entitlement.

Loan interest, fixed rateBorrower categories listed in Board rules §5(5)(1)(a)–(c).
2.75 percent per year

Fixed rate for loans from the Fund’s own resources. Applies to local-government units, their unions, associations and organizational units; commercial companies with 100% ownership held by those entities; and universities. Separate programme, agreement or competition rules may set other conditions.

Loan interest, fixed rateBorrowers remaining under Board rules §5(5)(2), after the categories listed in §5(5)(1)(a)–(c).
4.75 percent per year

Fixed rate for loans from the Fund’s own resources to the remaining borrower types in §5(1), including entrepreneurs, other civil-law legal persons and housing communities. Separate programme, agreement or competition rules may set other conditions.

Loan interest, minimumMarket-rate loans requested under §6(1); minimum relative to the fixed rate specified in §5(5)(2).
4.75 percent per year

At an applicant’s request, the market-rate option is based on the EU reference-rate communication and is subject to the listed exceptions; its rate may not be lower than the fixed rate in §5(5)(2), which is 4.75% per year for the remaining borrower categories. This is a minimum floor, not a fixed-rate offer.

Loan principal, maximum shareWFOŚiGW liquidity loan for tasks funded from non-repayable EU, international/bilateral or domestic non-repayable sources enumerated in Board rules §5(4)
100 percent of awarded non-repayable external funding paid by reimbursement

Applies only to eligible reimbursement-funded tasks; the liquidity loan cannot exceed the awarded non-repayable external funding amount. General Board rules, subject to route/programme-specific resolution, creditworthiness assessment and the loan agreement. This is a separate denominator from eligible project costs.

Loan principal, maximum shareGeneral investment/task loan under this route.
100 percent of eligible costs of the task

Current route page states loan funding may reach 100% of eligible task costs. The Fund separately requires creditworthiness; separate programmes/agreements/competitions may set different terms.

Loan term, maximumRepayment term for loans from the Wrocław Voivodeship Fund under the general rules.
180 months

The actual term and security are negotiated. Separate programme/competition rules may set other conditions.

Personnel and services2
  • The source supports a general eligible-cost category for remuneration directly related to the task, but does not define a specific occupation or employment form.

Other role · Staff cost the grant can fund

The route does not advertise jobs or set job titles, staffing levels, duration, FTE or pay. This is a potentially eligible cost category only for remuneration directly related to the particular task and accepted under the Fund cost-guidelines and grant/loan agreement. For state budgetary units, each task’s eligible costs require an individual Management Board decision.

  • Generic third-party services are named as a potentially eligible other project cost; this does not assert employment or a personnel entitlement.

Other role · Service the grant can fund

The route does not name a service role or set procurement limits here. Only directly related services accepted under the cost-guidelines and the task agreement are represented; the Fund rules require procurement-law compliance where applicable and otherwise equal treatment, fair competition and transparency. For state budgetary units, each task’s eligible costs require an individual Management Board decision.
