Ograniczenie wnioskodawcy
Applicants must be SMEs in the Mobility, Transport and Automotive ecosystem, established in an EU Member State or a country participating in the SMP COSME strand. The guide specifies SME independence/affiliation requirements, fewer than 250 persons, and turnover no more than EUR 50 million or balance-sheet total no more than EUR 43 million. Relevant ecosystem segments include automotive, rail, waterborne and cycling value chains; companies outside listed NACE codes may justify their MTA link, including through cluster membership.
Ograniczenie wnioskodawcy
The Guide excludes bankruptcy, liquidation or enterprise-in-difficulty under Regulation 651/2014, fraud/financial-irregularity/illegal-business-practice convictions and EU-funding exclusion or applicable double-funding restrictions. The actual Annex 2 declaration additionally covers insolvency/similar proceedings, unpaid tax/social-security obligations, corruption/criminal-organisation/illegal activity affecting EU financial interests and serious professional misconduct, including the organisation’s representatives, decision-makers and persons in control. Its authorised legal representative signs accurate/complete/truthful information, accepts verification/audit/control, declares absence of conflicts and immediately discloses potential conflicts. It confirms no other EU funding for the same costs, no other public funding double-financing the same activities and no submission of the same costs elsewhere during implementation. It confirms necessary technical, human and financial capacity or its future availability, cash co-financing and implementation within the timeframe. Breach may lead to rejection, termination or recovery where applicable.
Ograniczenie wniosku
Applicants must disclose whether they receive or have applied for other cascade funding, including other Euroclusters, and identify the activities concerned. Submit all required complete, accurate English documents through the designated platform on time; other-channel, incomplete and late submissions are rejected without evaluation under the submission rules. Once submitted an application cannot be modified. The consortium may nevertheless request clarifications/additional information during admissibility and eligibility checks; this is distinct from applicant-initiated editing and does not create a right to funding. Previously completed Expression-of-Interest Resilience Check results may be reused.
Ograniczenie wniosku
Applications must be submitted electronically through the RESIST II submission platform, in English and before the applicable deadline. The guide requires a project proposal and budget summary, a completed RESIST II Resilience Check self-assessment, and a signed declaration of honour; incomplete or late applications may be rejected.
Ograniczenie wniosku
Current application acceptance is not established. The official RESIST II page says the application period “was open from 12 May until 13 July 2026” and labels it “Application closed.” The official applicant platform is explicitly the 2026 first cutoff and encodes a 13 July 2026 deadline (15:00 UTC); the guide timeline gives 13 July 2026 at 17:00 Brussels time. The guide says applicants not ready in 2026 may have a second chance in 2027, and the current official page says two cut-offs are planned for May 2026 and May 2027. SEDIA record 14062 lists deadline dates 13 July 2026 and 13 July 2027, but also a 19 May 2026 closingDate; no source establishes that the later cutoff is currently accepting applications or provides its detailed rules.
Ograniczenie wnioskuApplicant redress after outcome notification
Applicants may submit a formal complaint within seven calendar days following notification of results if the evaluation procedure did not follow this Guide. Redress verifies procedural compliance and does not re-evaluate the proposal. This is distinct from a grant payment or live second-cutoff acceptance.
Ograniczenie wnioskuContracting and project start
Projects may start only after the relevant parties sign the Funding Agreement. The agreement fixes the project implementation period (at most nine months), rights/obligations, reporting, monitoring and financial/payment terms. This does not establish current acceptance of a future cutoff.
Członkowie konsorcjum, maksimumcollaborative Product Innovation applicant consortium
3 eligible SMEs

Up to three eligible SME candidates from different NUTS2 regions; non-SME actors may participate as subcontractors and do not receive direct support under this call.

Zakres projektu
Only activities within the implementation period fixed by the Funding Agreement are eligible; activities before the official start or after the end are ineligible. Projects start after signing by the relevant parties. In collaborative projects a project manager is assigned to coordinate and guide the team; no salary, FTE, employment contract or advertised vacancy is specified. Non-SME research/technology organisations can support as subcontractors, with direct grants restricted to eligible SMEs.
Zakres projektu
Product or service innovation for the Mobility, Transport and Automotive ecosystem, addressing one or more of four pillars: net-zero manufacturing and industrial decarbonisation, circular critical raw materials/resource efficiency, digital mobility/smart industrial systems, and resilient mobility value chains. The guide prioritises proposals aligned with at least one pillar; examples are illustrative.
Inny warunek
Applicant data are confidential and used only for evaluating/managing the calls, with GDPR-compliant processing limited to evaluation, selection, monitoring and reporting. Applicants have access, rectification, erasure, restriction and objection rights as allowed by applicable law; submitting acknowledges this processing.
Inny warunek
Each eligible proposal is assessed independently by at least three evaluators. Annex 3 weights Level of Innovation 20%, Environmental & Material Impact 30%, Feasibility & Work Plan 30%, and Capacity & Market Relevance 20%; each is scored 0–5, with half-points allowed. The proposal must receive at least 60% of the total score. At least 10% of selected beneficiaries must be based outside the five consortium countries (Poland, Ukraine, Czechia, France and Spain).
Inny warunek
The actual evaluation rubric assesses: innovation clarity, technical advancement, realistic TRL progression, differentiation from competitors and credible technical approach; expected CO2 reduction, material-use reduction, critical-raw-material reduction/substitution, recyclability/circularity and supply-chain resilience; a clear work plan/milestones, realistic timeline, identified technical risks, coherent budget and measurable results; and team expertise, available internal resources, relevant experience, market need and industrial deployment. These explain the existing 20/30/30/20 weighted criteria; they do not prescribe hires or a new minimum TRL. All evaluators must sign an absence-of-conflict declaration. Collaborative proposals involving NUTS2 SMEs receive special attention; the separate at-least-10% outside-consortium-country selection rule remains call-level.
Inny warunek
Financial support is equity-free and paid as a lump sum. Eligible cost categories may include external services/procurement, equipment/components/consumables, personnel costs of staff directly involved in the project, and prototype development, pilot testing and validation. The guide also describes complementary technical services, mentoring/expert access, training and internationalisation support; these services are separate from the cash grant.
Inny warunek
Selected beneficiaries implement the approved proposal and Funding Agreement, comply with applicable EU/national/local law and relevant upstream duties on conflicts of interest, confidentiality/security, ethics, action implementation, information, recordkeeping and EU visibility. They provide mid-term/final narrative and financial reports through the platform/templates, retain project documentation five years after final payment and make verification information available for audits/checks. The same costs cannot receive other EU financing. Communications/dissemination must acknowledge EU support with the EU emblem and the stated EISMEA/Single Market Programme funding statement, Call SMP-COSME-2024-CLUSTER, Grant Agreement 101236714. The final showcase is mandatory and conditions the last 10% payment; the general networking/collaboration/dissemination activities are invitations, with certain activities required under the monitoring/dissemination framework rather than every event being compulsory.
Inny warunekWhole Product Innovation call across both cut-offs
Across both Product Innovation cut-offs, the Guide expects around 15–20 supported projects and 25–30 SMEs. Half the projects are expected at the first cutoff and the rest at the second. The consortium expressly reserves the right to adapt supported-project numbers to results and remaining budget. These are approximate call-level capacity expectations, not guaranteed quotas or current remaining capacity.
Inny warunek
The lump sum is paid by milestones, not by reimbursement of actual costs: 20% after Funding Agreement signature and project launch; 40% after approval of the mid-term report; 30% after project completion and approval of the final report; and 10% after participation in the final project showcase. Mid-term and final narrative/financial reports are required, records must be retained for five years after final payment, and the EU feedback survey is mandatory and may be a condition of final payment.
Inny warunekSelection and tied scores
Rank by total weighted score, then tied proposals by Feasibility & Work Plan, Environmental & Material Impact, Level of Innovation, then geographical diversity favouring SMEs in countries outside the RESIST II consortium. Descending ranking remains subject to available budget and Steering Committee validation.
Czas trwania projektu, maksimum
9 months

Maximum implementation duration for a supported Product Innovation project; the guide gives the first-cutoff example October 2026 to June 2027 and says the Funding Agreement sets the project dates. Not an employment duration.

No employment entitlement or required hiring is asserted; the guide gives only a generic eligible personnel cost category.
