Ograniczenie wnioskodawcyCurrent Resolution 49/2026; conditional applicability to GW4.2, ordinary-loan branch.
The Fund will not contract with entities that fail environmental-fee/penalty obligations or have due Fund liabilities subject to collection proceedings.

Apply only if a standard loan is offered under these terms; bridge loan terms remain separately scoped. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Ograniczenie wnioskodawcyCurrent Resolution 49/2026; conditional applicability to GW4.2, ordinary-loan branch.
The Fund conditions loan approval and amount on the applicant’s creditworthiness and appropriate legal security for repayment.

The appropriate security is determined in the loan decision/contract; no fixed security ratio is stated here. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Typ wnioskodawcyExact GW4.2 route page.
The UI lists multiple applicant categories. The route prose states that the applicant is the direct investor holding legal title to dispose of the property.

The prose condition constrains the broad UI category tags; the exact required title-document types may depend on property status and current application instructions.

Ograniczenie wnioskuGeneral rules Resolution 49/2026 effective 1 May 2026.; conditional ordinary-loan applicability to exact GW4.2 route.
Fund-funded expenditure considered at settlement must be incurred after the application date and supported by invoices and related proof of payment.

The route page does not specify a project-specific eligible-cost end date; this general rule covers post-application documentation, subject to the contract and any more specific future rules. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Zakres projektuKatowice 2027 priority list, GW4.2, physical p.5.
The 2027 priority list contains a distinct GW4.2 row matching replacement of asbestos-cement and lead water networks with service connections.

The exact priority-list wording is corroborative; the precise current route description remains the route page. This row contains no numeric call allocation.

Zakres projektuExact GW4.2 route page.
The route is for replacing asbestos-cement and lead water-supply networks together with service connections.

This is the page’s stated route description; it does not on its own establish a technical acceptance threshold, minimum replacement length or cost eligibility.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §§3.1 and 3.3.1–3.3.3; conditional general loan rules, not a route-specific promise.; conditional ordinary-loan applicability to exact GW4.2 route.
A borrower may request partial remission only where the loan was not reimbursed from public funds, including EU funds, and all stated conditions are met together: the loan-funded task was completed and settled within the contractual period; planned ecological and material effects were achieved by contractual deadlines; the project durability period expired; at least 50% of the amount used was repaid on time (early repayment does not qualify to request remission); and the borrower met statutory fees and penalties and its obligations to the Fund. The Fund’s decision is discretionary, made by the competent Fund body, and cannot exceed the borrower’s actual outstanding obligations under that loan on the application date. These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted.

These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted. This does not assert that a bridge loan is remissible; the exact route does not specify the loan subtype. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §3.2.1(a); conditional only if this route results in a remissible loan and the Fund approves remission.; conditional ordinary-loan applicability to exact GW4.2 route.
If partial remission is approved under Table 3 §3.2.1(a), it may be up to 10% of the loan amount used, capped at PLN 0.2 million; this option does not require the remitted amount to be spent on a new ecological task. This is an alternative general remission rule, not a route-specific entitlement. These are general rules for partial remission only if the route’s eventual loan agreement is a remissible loan and the Fund approves remission. The exact route page does not establish that this particular loan will be remissible; no universal route entitlement is asserted.

Conditional current General Rules only if a loan is awarded under a remissible structure and the Fund approves remission; this is not a universal GW4.2 benefit. This does not assert that a bridge loan is remissible; the exact route does not specify the loan subtype.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §3.2.1(b); conditional only if this route results in a remissible loan and the Fund approves remission.; conditional ordinary-loan applicability to exact GW4.2 route.
Alternatively, if partial remission is approved under Table 3 §3.2.1(b), it may be up to 35% of the loan amount used, capped at PLN 4 million, only if the remitted amount is allocated to a new ecological task consistent with the Environmental Protection Law. The two §3.2.1 alternatives are alternatives, not additive caps. This is a general conditional rule, not a route-specific entitlement.

Inny warunekCurrent Resolution 49/2026; conditional applicability to GW4.2, ordinary-loan branch.
The beneficiary must maintain the investment’s durability for at least five years from its completion and report other-source support to the Fund at every implementation stage.

Apply only if a standard loan is offered under these terms; bridge loan terms remain separately scoped. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Inny warunekExact route-linked water-pipe archive, 2026 effect table row GW4.2.
The linked 2026 effect table specifies final acceptance, service-connection/tie-in protocols, construction completion or permit evidence where required, and independent accredited-laboratory results for drinking-water quality.

These are stated verification examples for the recorded effects; they do not establish current application eligibility or project-cost categories.

Inny warunekExact route-linked water-pipe archive, 2026 effect table row GW4.2.
The linked 2026 effect table specifies measured network length, diameters, material and connection/tie-in count; it lists compliant drinking-water delivery and number of people benefiting as ecological effects, with acceptance/testing evidence.

This is a route-specific current-year effects/settlement table, not an eligible-cost list or proof of a numeric per-project award threshold.

Inny warunekExact GW4.2 route-linked archive, B2 water-pipe application dated 2025.
The route-linked archive contains 2025 application forms, including a water-pipe B2 form with separate qualified and nonqualified total-investment cost fields.

The page does not state that a specific 2025 form version is mandatory for the current intake; the form’s cost split does not identify which expenditure lines are eligible.

Inny warunekExact GW4.2 route page.
The route lists an ordinary loan, a bridge loan, and a grant in exceptional cases.

The page does not define what qualifies as an exceptional grant, its amount/intensity, applicant conditions or cost rules; ordinary-loan general rules are not applied to the exceptional grant branch.

Inny warunekExact GW4.2 route-linked archive; archived attachment list dated 2018.
The route directly links water-pipe application materials. The retained archive contains a 2018 attachment list that requests legal-status, location plan, permits where required, foreign/domestic-funding application proof, financing-balance documents, property/title and five-year use evidence, technical survey and economic analysis.

The attachment list is explicitly a 2018 archived member and cannot by itself establish all current submission requirements; it refers applicants to currently applicable forms and permits additional documents during negotiation.

Inny warunekExact GW4.2 route page and linked signage rules.
The route page permits complete paper filing and electronic submission through e-Doręczenia, and directs applicants to linked signage rules for construction lasting more than six months and for a commemorative plaque within 30 days after task completion.

The precise submission/signage requirements depend on the current linked instructions; no grant or payroll eligibility is inferred.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §3.4; conditional general loan rules.; conditional ordinary-loan applicability to exact GW4.2 route.
The General Rules exclude remission for loans granted to carry out a task arising from an administrative order to remove environmental contamination. Applicability to a route project must be assessed from the actual task and order; this does not establish that the route itself is categorically excluded.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §3.3.5; conditional general loan rules.; conditional ordinary-loan applicability to exact GW4.2 route.
Filing a remission request does not suspend current payment obligations under the loan agreement. Under a separate remission agreement, the Fund returns qualifying instalments paid after the request date without interest on returned amounts.

Inny warunekCurrent General Rules Resolution 49/2026, Table 3 §§3.2.2–3.2.3; conditional general loan rules, not a route-specific promise.; conditional ordinary-loan applicability to exact GW4.2 route.
The approved remission is reduced by any Fund grant used for the same task. The remaining remission is reduced by 15% where an agreement amendment reduces specified ecological effects for sewer connections, asbestos disposal tasks, or municipal low-emission programmes; by 30% where an amendment reduces other planned ecological effects; by 5% each time required disbursement, final settlement, or effect-confirmation documents are submitted more than 30 days late; and by 5% each time a principal instalment is more than 30 days late. These reductions apply to the remission amount after the grant offset.

Inny warunekCurrent Resolution 49/2026; conditional applicability to GW4.2, ordinary-loan branch.
Fund resources are public funds, so beneficiaries must apply public-procurement law to their expenditure; public-aid rules apply where relevant.

The route links a public-aid forms archive, but the exact applicable aid regime depends on the applicant and circumstances; archive presence does not establish that aid applies. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Kwoty i koszty12
Koszt kwalifikowalnyGeneral eligible-cost definition; detailed GW4.2 expenditure line eligibility remains unresolved.
Eligible costs are schedule items necessary to achieve the environmental effect and specified in the relevant schedule-filling instruction; the scope of investment performed using the beneficiary’s own forces is excluded.

The linked product page and retained application archives do not identify a separate, current GW4.2 cost catalogue/instruction that establishes the exact eligible expenditure lines. No salaries, job titles, staff headcounts or payroll eligibility are inferred from forms or project scope. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Public-aid cases may use a base-rate-plus-margin calculation subject to the applicable minimum. This standard-loan clause is not assigned to the route’s bridge-loan option without a specific term. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

Only if the application receives a remissible loan; the route page does not determine subtype. The 2% floor applies only to qualifying municipalities/counties in the application year. This standard-loan clause is not assigned to the route’s bridge-loan option without a specific term. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

240 months from contractual task-completion date, including grace

The contract sets the actual period after financial analysis and public-aid rules; minimum repayment period is 4 years. Bridge loans are excepted from these terms. This standard-loan clause is not assigned to the route’s bridge-loan option without a specific term. Apply only if an ordinary loan under this current General Rules branch is offered; bridge loans and the route’s exceptional grant branch are not assigned these ordinary-loan product terms.

48 months of loan repayment term, including grace, counted from contractual task-completion date

Only if an ordinary (non-bridge) loan is actually contracted under these General Rules. The source period includes the grace period and is measured from the task-completion date stated in the agreement. General Rules §1.4.2 expressly excludes bridge loans from these conditions; the route’s listed financing does not select a loan subtype. The actual schedule is set by financial analysis and public-aid requirements. General Rules Resolution 49/2026 is effective for Fund decisions from 1 May 2026 subject to §§16–17.
